1) No need to make a shell script: the PATH can be set directly in the crontab:

PATH=/sbin:/bin:/usr/sbin:/usr/bin:/usr/local/sbin:/usr/local/bin:/ root/bin 1 3 * * * /usr/sbin/portsnap cron update && /usr/local/bin/ezjail- admin update -P

2) Yes, it would be preferable if ezjail-admin used fully qualified paths to the executables on which it depends.
