There appears to be some underlying problem here. If i manually create a
jail and try to start it using /etc/rc.d/jails, it fails in the same
manner.

However if i manually start it using the command "jail -c
path=/jails/web host.hostname=web.local ip4.addr=10.57.227.98
command=/bin/sh /etc/rc" it works just fine.
